Lower unit oil

It is likely that you have a seal issue. In another couple days, the oil and water will further separate. These motors should have the props pulled to see if there is fishing line that damaged the outer seal. Also they need to be pressure tested to make sure that you don't have bad gaskets on the two screws and to define that there is a seal issue. Significant water would have gushed when the bottom screw was pulled, if the boat has been sitting for a while since it was last used.

It does not look like very much water at all. dependent on how long ago these lower units were last changed,it may just be condens water. It may even be left over gunk from previous oil changes that used a different color and 90 weight oil. I would let it sit a few more days and if it does not seperate anymore it probably is not water but a different older oil.

Coffee with cream is a lot of water & probably prop seal.  Green with streaks of white may be condensation or the fill screw & gasket wasn't seated properly.  At least that's what I ran into with my little merc & bigger envinrude.

The molecular sizes of O2 and H2 is smaller than H2O molecules. This means that what is "sealed" for H2O may still be just barely open for O2 and H2. H can also easily transfer from oil to O2
