I have 454's in my 33. I always run 2 bags - one on each side. I run a 48" amish bag on the same side as the motor that is running and a smaller 28" or 36" bag on the side without the motor running. My boat would struggle with the original rudders - but it was fishable, just not ideal. You may have to tweak the gain on your autopilot as well to help. That being said I upsized my rudders this winter. A few inches wider and a couple inches taller than the stock rudders and that definitely helps as well.
Going to give this a try this weekend.

Where are you tying your bags from? I tied mined from the bow cleat and had them on each side, never had to fight the steering. Also, I had them long enough that they were in the water just aft of my helms seat.. this seems to be the best control on my 3100.. I can't use one bag, always 2. One on each side. I now have a kicker but....
Making your stories, Reel Stories, since 2011!!
Had one on the bow and one mid ship but tried a few different things.

The only way to see if your somewhat pitched correctly is to see what the rated RPMs are for the new engines and compare that when your WOT with a normal load. I would guess it had 454s in it and if that was the case and they never changed the props you would be under pitched. That would translate to a slower speed while trolling but really should have minimum affect on your steering issues. Sounds like you may have to take Dublin Ups advice and have your rudders enlarged. It trolls like that all the time or just in heavy seas ?
It trolls like that all the time and I have to use bags to slow the beast down.

1989 Tiara 3100 steering
I purchased a 1989 Tiara 3100 at the end of last year. The motors had been replaced with 8.1 Horizon EFI. Not positive, props I think are 22. When running one motor while trolling ( it does not matter which one) With a jumbo bag or two on that side the boat will not track, constantly fighting the steering, not a little but a lot. The auto pilot will not keep up with the corrections needed. With both motors boat steers and tracks perfect, auto pilot perfect. Wondering if this is a prop or rudder problem?
