If you put a cheater line on your downrigger rod, does it count as your second line.

No. You can have 15 hook points on each rod.

or 5 spoons ,you cant have more than 5 even if there single hooks (5 points)

A swivel on both ends of 7' of line one with a lure and the other attached to the line of a rod loaded on a downrigger. Typically a cheater is held in place by an add-a-line or rubberband and a slider just slides up and down on the line.

How do you rig the rubber band to hold the cheater?

Half hitch to the main line and the snap on the loop -- dont forget to put the snap over the main line as well or you will have a steelhead giving you the fin with your lure in his mouth. Been there......done that!!
