Basically, a strong or presisent N/E wind blow will push cold water inshore and up towards the surface. This happens AFTER a thermocline sets up in the summer. I have seen upwellings, in August, where the "intight" waters are in the mid 40's and offshore temps in the mid to upper 60's.
