Looking to be a first mate or observer on a charter

My name is Jason Karol, a sophomore at odyssey academy, and an avid fisherman. I am looking to be a first mate or an observer for a charter for this upcoming fishing season in the rochester area(preferably launching on the genesee river but anywhere in the vicinity). I have a strong passion for fishing and would love to learn the ropes of the charter fishing buisness and work with a captain. I am more than willing to do any and all jobs on the boat and have lots of experience fishing; If it has to do with fishing, boating, or just being on the water, i love to do it. I have been fishing my entire life and am looking to take the next step and work for a captain. I have prior work experience in the food industry, bussing tables at Crescent Beach, but would like to get into the fishing buisness as this is one of my biggest intrests and desires. Who needs a TWIC?

Merchant mariners and individuals who need unescorted access to secure areas of ports, facilities,

or vessels regulated by the Maritime Transportation Security Act ( MTSA) will need to obtain a

TWIC.

Would this apply to a first mate?

I know all Captains do but I'm not sure about mates. Thats a good question. The way I understand is that ANYONE working on a Vessal that needs an MTSA. That would mean all charter boats.

The way I understand it the mate does not need a TWIC, but you do need the Drug test card. My father not only mates for me but another captain in Oswego and this is what he has been told by the CG. He has always had his drug card. It should only cost you around $50 for this.
