the river and J plugs

Can I pull j plugs with treble hooks on them while trolling up the river towards the Kodak plant and further south or do they need to have single hooks on them?

If the lure floats at rest it may have trebles. J plugs are acceptable.

floating lures have to have trebles that are affixed to the lure by a ring or swivel, so the free sliding harness on a j plug would NOT be acceptable, Lymans would be ok though.
