I think you're talking about the Niagara Pro Am.  I was having the same problem this morning on my mobile phone. 

 

On my home PC, it works fine and you get directed to the proper registration form.  Another option is to stop by The Boat Dr. or Slippery Sinker in Olcott.  I'm told that you can sign up there.  There may be other places to sign up also.
