Question on cowbells and Spin n Glows

I will be using Cowbells and Spin n Glows/Peanuts for the first time this year. Mostly fish Cayuga and Owasco. Just wondering if this is strictly a bottom technique in the Finger Lakes or if you can use cowbells at different depths.

Cowbells can be used above for example lakers suspended up but near the bottom but the most effective use is just off bottom with the sinker or weight bumping  intermittently on bottom. It can work as the bottom most setup on a Seth Green rig too with leaders and lures above it but again it is most effective up off but near bottom.
