With a plastic box I got at Wal-Mart, I cut a piece of hi density foam that fit the container tightly. The marker lines are where I cut the slots. For pro troll and other similar flashers use just a strip of foam in the middle where the bent part of the flasher is on each side of the strip. Clear silicone can be used to hold the foam in place. Each box will hold 10 to 12 flashers.1527639613722

I made mine using 2 pieces of 1x1 pine and cut grooves in them with a table saw, same principle as yours.
