I haven't seen that particular one but it is based on the ones made of sticks and tied with sinew at the top that the Native Americans used way back when.... (and before any of my buddies chime in....no I wasn't there at the time ) It was an interesting design as the line would actually "jig" itself in the wind and the hole wouldn't freeze up as easily as with others with the constant movement of the water in the hole (absent blowing snow).
