I had the same problem last year with crazy temp swings. I did the lightbulb thing for a week. Worried about sparks so I bought a cheap heating pad at Walmart. Works great and I think it is the safest way to protect the engine.

The only time you should ( might ) have fumes is when your putting fuel into the tank.  Yes. You should ways run the blower before starting ,even if you did not just fuel her up. Your boat is sitting in 40 * + water and that in itself will conduct enough heat to keep the block from freezing.
