It depends on the distance between the battery and the starter and if you have a solenoid in the system. A 9.9 starter does not draw a lot of power, so 4 or 6 gauge is probably overdoing it a lot, but your best information is available in the service manual of your specific model. I would google up the service manual of the specific model and check out the specs. There are other things to consider as well like what sort of wire, single or multi stranded. Multi stranded is a lot more flexible.

Anyway, according to Mercury, for outboards from 6 to 10 hp ,a maximum 9 foot  length needs 8 gauge and 4 to 5 feet works with 10 gauge. 10 foot would be 6 gauge.
