Help Identify this fish!

I caught this fish this summer in the lake salmon fishing and can't get an answer from anyone. I have never seen this fish before and just sent the picture to the DEC to see if they can identify it. Has anyone identify this or has anyone caught one like this?

All of the fins show the same characteristics, so it's likely to be genetic rather than environmental (such as an injury during development or nutrient deficiency). There's several types of aquarium strains of goldfish that can have vastly different tail structures, even though they're the same species. At least one of these arises from a mutation in the chordin gene, which affects embryonic dorsal-ventral patterning. Maybe it's a mutation in the same gene in steelhead?
