Cut bait strips for meat rigs

HI,

I am curious where you all get your meat strips for meat rigs. I know they are expensive if you buy them already cut and brined. I was wondering if there is a good place to buy trays of whole herring to cut and brine yourself. Seems like it would be much cheaper and give you something to do over the winter.  Any ideas, tips or experience is appreciated.

Whole Herring has been hard to find so far this winter.  A local bait shop is having trouble getting it for the pike guys.  I have been looking myself.
