If it's just the paint layer you'll be ok. If it's through the gelcoat to the fiberglass with the little bit of use you've had you should be good to go. Find a good shop and take it in, they'll be able to help you. If you have absorption through the fiberglass (usually after a year or 2 of heavy use) the shop can fix it without replacing all of the foam, all it should take is a few holes to allow air to circulate to dry it out, fill them with fiberglass resign (I like to use the west system and add the fiberglass filler to it and apply with a syringe used to inject turkey's) then a good application of gelcoat and you should be good. I ran one of my boats for 3 years with a good size chip through the gelcoat to fiberglass and didn't have absorption through the fiberglass. Yours looks like failing paint/gelcoat and not hull damage you shouldn't have much to worry about

Give them a call and ask for the number for an auxiliary vessel examiner they should be abel to set up a time to inspect your boat and often times will come to you. If you guys can agree on a time use a google search for federal safety requirements for a boat, you will just need to make sure you look at a boat for your vessel length. NY state also has there own requirements so you need to make sure you have that as well (again a google search will provide that information) the only difference between state and federal that comes to mind right now is NY requires an anchor where federal law doesn't

Chaumont Bay is pretty large. Check the feed over on facebook where I replied. Basically for Bass pretty much any soft plastic will catch them, topwater just before sunset or just after sunrise over the weeds is a blast. For pike stickbaits or spoons are real good

Fishing from shore in Perch Lake or French creek this time of year isn't all that great, although you would be close to Clayton so if you wanted to drive up to the river the shore fishing is pretty good. Lakeview has quite a bit of land and I can't help much for the fishing I've only ice fished the lake and that was many years ago as a kid, but you will be fairly close to Pulaski and the Salmon River and if you are into Salmon or Steel head fishing there is no better place to be. Good luck with your hunting and fishing if I was still in the area I would offer to take you to some places. Perch lake and French creek both usualy get stocked with phesants so the bird hunting is usualy pretty good. Get a recreation map for Drum, there are a lot of places to hunt there and you can tell just by driving around that there are plenty of deer on the base.
