My son had the same problem on Thursday. I called the DEC 877-457-5680 and the gentleman told me all you have to do is call that same number and they will issue it over the phone by giving you a license number and then they mail out your hard copy. The officer told me that if a officer comes to check you just have to give them the license number and they can check it right there for you. I would guess you can do the same thing on line and just print out the confirmation.

For riggers they are fine as far as dipseys go depends on where you are fishing. Big salmon slamming them on Lake Ontario might be an issue but for finger lakes they would be fine.
