I think the single hook is from the first buoy, not the rt 3 bridge. Check the regs to be sure.
Did some more digging and you was right Salmon River Downstream of Rt. 52 Bridge in Altmar
From the upstream most navigation buoy located between the breakwalls at the mouth of the river upstream to the County Rt. 52 bridge in Altmar also its single hook only gap no more than 1/2 inch so I am going to have to re rig lol

From Route 3 bridge to the mouth is general LO Regulations. Upstream of Route 3 single hook. But you will not get near the route 3 bridge it will be crowded with fishers on shore and in small boats. And you could encounter a lot of traffic in the mouth below 3.

I have plans to troll atomic flies down salmon river at port Ontario can anyone tell me is it legal to have the treble that come with the flies or do I have to re rig to a 1/2 gap signal hook can I get some input on this .

Not necessary walleye specific info - just yak trolling in general.
Spend more time of the Finger Lakes then lady O, but here's my $.02
Lead core works well, and It's pretty much idiot proof. Just need to watch for tangles if you"re running 2 lines.
I usually run # 40 or # 50 jet divers and use 2 rods to stagger them behind the boat to get 10-25 ft separation in the water column.
This year I started playing with a torpedo diver on a church clip. Only ran it one trip so far, and it seemed to get a lot of line twist, so more testing is in order.
My yak is peddle drive, so it's easier to keep it moving when I have a fish on - that helps avoid tangles.

I use torpedo drivers on my trolling rods for my kayak they get down super deep and cause no drag on the kayak like dipsy divers do also check your speed 1.5 to 2.0 should be your speed on the kayak good luck and tight lines.
