    Have you tried replacing the Plugs/wires? Had similar issue with a boat before and went through the same process you did. Basically gave the motor a tune up - Plugs, wires, cap, rotor, points, condensor, timing. ( Dont know what age and type of motor you have. )

    I have a similar boat (17.5ft fiberglass with I/O Motor) and use only one bag. gets me down to around 1 MPH. You can also adjust your power Tilt/Trim with the bag to get you down there to low speeds.
