Yes. Look good. I ordered a pair.

I did purchase and went with the fixed Millennium trees.

I would think you can be requested to provide your card,

 the Pa Boating Course is US Coast Guard approved course.

In PA, the Fish Commission does check on safety inspections. 

I am undecided between Scotty 333 rod trees or Millennium fixed 3 rod trees. Does anyone care to share their opinion. I know there are other more expensive and feature based units out there, but cost a main factor.

There has been no recent survey but were checked and solid when the motor was changed in 2016. Transom is solid. Details on this boat including on structural can be asked to Ralph Fox of Lake Ontario Marine Repair. He has done all work on this boat for me.
