MOST LAKES that have a HP restriction around me, allow the boat on the water no matter how big main motor is as long as it's up in the air out of the water...
They dont WANT YOU on plane.. lol
Even if its 2 or 3 smaller motors

I have an alumacraft 185 with a 140hp on it... its rated for a 175hp..
I've personally never heard of anyone putting twin 9.9 kicker motors on a boat that size for its main propulsion...
I have a 9.9 on the back of mine STRICTLY for trolling... I can tell you 100% that with will NEVER put me on plane...
Even 2 of them will never put me on plane...
I'd put a minimum 90hp on that thing.. you'll plane just fine..
