    Assuming its a merc. There is a small brass screw on bottom of carb if you loosen (8mm or 5/16) then pump bulb until you see good clean gas cone from screw.     It foes sound like it is gearcade related because there is load in the water and no load out of the water.. I would pull gearcase and inspect driveshaft universal joints and while in there maybe replace the gimble bearing or at the very least check the alignment.     We participate in these tournaments to show our fishing abilities and not our driving abilities. It is chance to compete with some of the biggest names on the water in a tournament based on a six rod spread across the board whether you have a 20 ft boat or 36ft boat. Nobody should have been put in that situation to fish those waters in a tournament setting.
