Cannon Mag 10 telescopic boom Locks

I picked up some used Cannon Mag 10 electric downriggers this week and cannot move the boom arm locks to move the telescopic boom sections. Am I missing something? Likely a dumb question, but I've only used fixed booms in the past. The manual says move them 1/4 turn counterclockwise, facing toward the swivel end. I can't get them to turn at all, even with a wrench. The lock pin looking things don't move either.

Would help with pictures but there is the lock sleeve not sure if it's been over tightened or seezed up but a pic would help

Thanks, I will post a picture in the morning. Both riggers are the same way. All 4 lock sleeves are seized up.

I bought them used but they haven't had much use and still look new.

Don't know any Clark's. They were seized. Got it taken care of. Just takes a ton of torque to get them free. Vice and a big wrench.
