What is this? Can’t be sea lice

Had a great day at the oak catching a bunch of steelhead and a few kings out in no man’s land but came across this ….. I have only seen sea lice in pictures but it can’t be? It was on a very large steelhead/ but looked more like a rainbow imo.

Looks like gill lice. There was a bad bout of it a handful of years back, too. That and swirling disease. I’m far from an authority on that though. Just my assumption.

Thanks for the reply. The fish was very light green colored, not the darker blue back of a steelhead. Other than the white stuff on it’s gills it seemed healthy.
