Quicksilver throttle control

A friend has a (1985-87?) quicksilver throttle control that won't pull out so he is able to set the choke to start or start the boat in neutral. He has been lubracating it but does not seem to help. Any ideas on what to do/or look for? Boat is an i/o. thanks

my guess is it should only pull out in nuteral ,which would mean their might be a index slot in the center nuteral area ...maybe that slot got misalligned by excissive pressure and their might be a loose set screw in the alingnment for slot ....or its busted loose ...I have never looked at one for trouble shooting reasons so im just poppin a couple ideas for you to look for...
