Oswego off shore bouy

I noticed two weeks the weather buoy off shore of Oswego Harbor is back, must be someone finally dove down to retrieve the chain.

I can't remember if that is Coast Guard owned or who owns it. Does any one have any knowledge as to whether it is up and running and if so the location to view its data. The city of Oswego has had there web cams down for weeks now so its hard to know what's going on out there.

I believe it's one north of the harbor in 100-150 depth. Like 1/2 to 3/4 mile of the harbor....

I just looked at it. It does not appear to be working, air temp 1 degree F & water temp 32 degree F...?
