I would do transom first. There's a trick. If you can get a pvc pipe a hair bigger than the actually transom and drive unit, you can leave on that over night, makes the job easier.

Don't use any oils to get it on. They can pull off...

 Helmet 1st then push it on to the transom is the easiest. It allows you room to secure the clamp better than the other way around too. Be wary of stretching anything, it will slide right on as is and you'll feel the locking ridge slide into place as-well when it's seated.

What happened to bellows cement etc. A lot depends on what out drive you are working on. Go ti I boat and download info on your unit. Also has homemade tools to do the job.
