Unless it's been switched out that boat has Teleflex rotary steering. If the wheel is tight, pull the bezel and make sur the 3, 1/4" bolts are tight that hold the helm to the dash plate are tight and the plate itself. If all is tight the bushings in the helm are worn and it's time to replace it.
