What is the foul odor at the mouth of oak orchard?

Been like that every year, I think it's just the seed weed, and crap that gets trapped against the piers. Always worst when hot and still after west wind. Also the birds leave tons of waste on the breakwall

Algae that comes up off the bottom when the water warms.  We get the same thing at the mouth of Sandy.
