Frank Campbell has been doing it longer than anyone else.  He's who most of the outdoor writers use.  His rates are very reasonable.

I think we are really fortunate on the Niagara, I can’t think of a guide I wouldn’t recommend. I can only say on the US side don’t know any of the Canadian guides
