Bottom line is something needs to be done about those damn birds. The USFWS needs to expand the permits to put a dent in the NE population.
I was told the oiling of the eggs worked great on ground nests like Gallou and Stoney Islands years ago because the birds killed all the trees and they had no choice where to nest. Given the opportunity to nest high in trees like we’ve seen in Irondequoit Bay and other islands, the birds will nest there, which makes oiling and raccoon predation impossible.
A fire fighting boat with a high pressure water cannon would be my choice of weapon.
It’s true most marinas require you to have insurance in their contracts, but very few make you prove it with paperwork. Marinas are not liable. We just started this year making dock renters show proof of coverage.

I somehow got on a e-mail list from canals.ny.gov and the press release said guard gates at Holley, Spencerport and Brockport were raised recently to lower canal water levels so repairs can be made for leakage somewhere west of Brockport.
Yes, those are the clipper releases. Orange and green. You really can’t go wrong with Scotty releases for copper. They have 2 settings and when set on the heavy position the braid holds long coppers no problem.

Could the cormorants have put a hurting on a whole year class of browns from 2019-2020? Big flocks of them in I-Bay already this year herding schools of you name it

The best sealant in your case would be BoatLife, a polysulfide, or 3M 4000 UV, a polyether. 3M 4200 and 5200 are polyurethane construction adhesives and not chemical resistant.
